Days before Gov. Rauner vetoed House Bill 580, legislation to provide a fair and responsible path to resolve the state contract dispute, his loyal minions at the Illinois Policy Institute rushed out a “report” that recycles long-discredited claims regarding the wages and benefits of state employees.
